Remove deprecated Sass. #208

Removes spacing/padding/margin mixins, replaced by o-spacing.
Removes colour usecases.

More MIGRATION.md details will be added in a future commit.

Other deprecation notices which are attached to parameters of public mixins and functions, or against public variables will be addressed in future commits.
