Wrong hover color for toggle-button on dark theme #1107

Describe the bug In dark theme, the hover color for the buttons in toggle button group is white: image

To Reproduce Steps to reproduce the behavior:

  1. Go to 'Storybook'
  2. Click on 'Actions/toggle'
  3. Scroll down to 'any of the stories and hover any of the incative buttons'
  4. See error
