feat[i18n]: add Norwegian Bokmål translations and set up some infrastructure #1

In addition to the translations, I've generated a POT file and added a script for updating it. It should make things simpler for other translators before Hieroglyphic moves onto a more sophisticated platform :slightly_smiling_face:
