cobra.ExactArgs(0) -> cobra.NoArgs
- cobra.NoArgs enforces no args.
  Suggestion(Abandon/Maintain/Submit)
Abandon
- Good to submit to cosmos-sdk but it's chore. Upstream may reject it.

Result: Submit NoArgs only in NewCmdSubmitCancelUpgradeProposal to cosmos-sdk
