Make own contributing.md #72

Now the PR template refers https://github.com/line/link as contributing.md.

Should we have contributing.md in this repository and change PR template?

Agree. I think copying CONTRIBUTING.md is kind for contributors.

Yes. But, only the link to CONTRIBUTING.md. If this repository has its own CONTRIBUTING.md, PR template should refer to owns.

As far as I see, our repositories other than link have own CONTRIBUTING.md and refer link's. If we follow them, it is enough to place CONTRIBUTING.md says only "Same as link's CONTRIBUTING.md". But, link's CONTRIBUTING.md has links to link's issues and PRs...

My opinion: copy link's CONTRIBUTING.md and edit and manage copied one in this repository.
