Track down cause of missing performance scores for Philadelphia, PA - 91907 #285

The "Unknown" risk level has plenty of fires available w/ fire spreads and I'd think that this should be included in the calculation for the performance score at this hazard level.

Bug in update_performance_score was preventing this from being accurate, the issue has been fixed and the performance score for all departments has been updated.

Unknown scores are calculated.

The remainder of the performance scores that are missing are: Low/Med/High hazard levels, due to lack of fires from NFIRS for each risk level.
