When a department administrator logs in for the first time into FireCARES one primary use path involves adding additional members into FireCARES. Administrators aren't easily aware of the route into being able to invite/whitelist users into FireCARES, so directing them to their department's User Administration page on their first login would be helpful for getting additional people into FireCARES.
In addition to sending him/her to the user administration page for their associated department:
Should present an informational message about how to access this page in the future on the user administration page
Should only apply to the first login for the user, will need to keep track of either a) the login count for a user or b) if this login is the first time or not (flag)
Tracking user login count/first login flag can be done on the UserProfile OR could be normalized out into a LoginAction that'd be associated with the User in order to execute custom actions on login in the future for particular users
