When chief or department admin logs in for first time, send to email whitelisting administration #351

When a department administrator logs in for the first time into FireCARES one primary use path involves adding additional members into FireCARES. Administrators aren't easily aware of the route into being able to invite/whitelist users into FireCARES, so directing them to their department's User Administration page on their first login would be helpful for getting additional people into FireCARES.

In addition to sending him/her to the user administration page for their associated department:

The department admin should be sent to /departments/[THEIR DEPARTMENT ID]/settings/users
