This comes from the Chief of the Dexter Area Fire Department:

"The system is not very accommodating for adding Tender/Tankers or adding apparatus with no personnel assigned."

These seems like issues that might come up again in the future. Hopefully these edits wouldn't be too hard to implement.

@cweinschenk a build of FireCARES was pushed out last night that allows for arbitrary apparatus type entries (using the "Other" apparatus type). I was able to create an apparatus of Other type = "Tender/Tanker" w/ 0 staffing.
