1 year ago imo it shouldn't and the user should decide what action they want to do first. I for example add the key first then the name.
Furthermore this experience is terrible when using touch keyboard and a s a Surface Pro user I know how it is like to get sudden text focuses popping the keyboard unwanted
Clicking on 'Add' should give focus on the Name field in the popup
