I don't really want to disrupt OneDrive sync on my system, but testing it shouldn't be hard since OneDrive is built into Windows by default.
I reset my Windows using cloud download and the problem no longer can be produced. I think there was something broken. I use Windows insider dev btw.
When I try to export to Desktop or Documents folders which are synced with my personal OneDrive account, I get an empty file. when I choose other locations such as drive D:\ then it works.
