Fixing bug where a task is attempted twice if no new tasks are added while processing

I don't see anything clearly off here and checks are passing. Code is pretty dense so I'm relying on your domain understanding and the fact that much of this change is just shuttling code up and down the file.

That being said, LGTM :tada:
