ODBC test connection cannot be made to work yet MS Access parses the data normally through the seemingly failed ODBC connection ..

Found whilst migrating server from SBS 2003 -> 2008.

Used the identical setup strings to the same copied data. ie: localhost::e:\PAtients|Superplus SYSDBA, xyzzy

In \desperation tried to use the faulted ODBC ported through MSAccess 2003 and it worked fine.

Still cannot get test connection to work....

Also: cannot get PHP to read my data file either but that may be unrelated.

Your description is unintelligible. Please explain issue and how to reproduce it.
