This PR updates the footer to (mostly) match the new designs. The most notable omission is the 12 column grid, which I've been struggling to get working with bootstrap in a way that would be easy to turn into a reusable style. I'm mostly used to CSS grid, which might be helpful here instead?
In any case, I think we can do a pass over the site with some grid columns once all the markup is done, as it may be easier to align things in one go.
