can't select both "show all submissions" and "reveal identities" without manually editing URL

clicking "reveal identities" defaults to "show active submissions." Clicking "show all submissions" turns off "reveal identities." I can edit the url to activate both values, but that's clunky. Probably, http args should be sticky -- when refreshing the page, apply existing args first then apply changes, then refresh.
