Stop using hard-coded em dashes for any web page title and content in general #275

This is a request from a localization contributor. The detailed reason is explained in this bug: https://bugzilla.mozilla.org/show_bug.cgi?id=1073941. It creates problems to many languages. I believe this is best stated in the style guide instead of a bug.

Hi - Discussed this with Justin Dolske and he notes that this is really an engineering implementation issue, not a style guide issue. There is no way to create a rule to govern in-product copy creation that will resolve this issue in implementation, as our content team does not enter content directly into the product. (Will share this concern with David Tenser on the web team, as well, as this issue seems to stem from Moz.org, not Firefox)

I want to comment on this. It is more about engineering implementing content created by our copywriters. And this is a Firefox page on mozilla.org. In the past, we have found inconsistency in styles. Please make a note on this in the the style guide.
