Contributing Photon icons documentation #353

For designers who wish to contribute to the Photon icon library there are guides and resources which would benefit from having a home along with the process of approval. This process could either live in the Wiki under "contributing" or maybe within the Design docs themselves?

An idea of some of the steps:

1) Ask the designer to see if the requested icon already exists: https://design.firefox.com/icons/viewer/ perhaps even starting the discussion in #UX on Slack to debate the appropriate metaphor or signifyer.

2) Refer or link to the guidlines for creating Photon icons: https://design.firefox.com/photon/visuals/iconography.html

3) Refer or link to the Icon template: https://design.firefox.com/photon/resources/icons.html#icons-template

4) Ask the designer to seek a review of the icon by a senior designer e.g. Bryan Bell, Stephen Horlander.

5) Tips on SVG export and tidy up depending on which program was used to export. i.e removing Bohemian Sketch and Adobe tags.

6) Create an Issue on the photon-icons Repository to request inclusion into the icon library: https://github.com/FirefoxUX/photon-icons/issues
