No way to build project on Debian, missing configure, Makefile etc

What steps will reproduce the problem?
1. I want to build this project
2. I download the tree
3. Try to build it

What is the expected output? What do you see instead?
- I expect some makefile for cmake, or autoconf and complete sources
- What I see instead is a bunch of files, windows DLL and boiler plate 

I want to build the stuff on a normal Debian 6 or 7 release
It is supposed to work, it did before it was 'reborn'

Yeah I'd love to be able to build the source. I'm on Windows using the Winamp 
plugin now.  I've made a couple small changes with the vorbis metadata and 
would like to test it, alas...
