DB/Auth: Add table comment for account_access #151

With this column it's easier to organize and to know who is the account that has GM Level.

Changes proposed

Add column called "comment" to make it easier to know who's the account with GM Level.

@Ferreira9006 I was thinking about that change, I would like to receive more opinions from the community, because I think that is not necessary because we want to delete this table in the future, to use only RBAC system, but I not pretend to decide it alone.
