The quest "Extinguishing Hope" cannot be completed because the fires cannot be extinguished using Milly's Fire Extinguisher. When attempting to use the extinguisher, nothing happens.

Quest Name: Extinguishing Hope
Issue: Fires associated with the quest cannot be extinguished with Milly's Fire Extinguisher.
Trigger: Northshire Vineyards Fire Trigger is activated, but the fires remain unaffected by the extinguisher.
Attempts: I have tried to manually respawn the fires and then use the extinguisher, but the issue persists.
Expected Blizzlike Behaviour
Using Milly's Fire Extinguisher should extinguish the fires and allow the quest to be completed.
Attempt to use Milly's Fire Extinguisher on the fires in Northshire Vineyards.
Observe that the fires are not extinguished and nothing happens.
