2.0/Missing CharCqlComparer when running integration test runner #358

Background

From the [https://firely.atlassian.net/wiki/spaces/SPAR/pages/1447264258/CMS+Measures](CMS Measures Integration Test Runner Report), there are a number of tests failing because there is no CqlComparer registered for chars.

To Reproduce

One of the tests failing is ChildandAdolescentMajorDepressiveDisorderMDDSuicideRiskAssessmentFHIR.Population_FromResource

Fix

Create a CharCqlComparer and register it with CqlComparers
