USB2 support through IOS202 #22

USB2 support using IOS202 (from snes9gx installer for example) gives you
greater USB compatibility and better USB speeds (my HDD is not detected
with rev83 but with these small changes it is). You get the utils folder
from snes9gx SVN.
Attached is a diff file. This changes (especially in the Makefile) are
maybe a bit messy but you'll get the idea. You can get a compiled .dol
