Add disclaimer/consent before viewing patents #17

Might just be the phrasing - but I don't think F2D is intended to enable users to view patents. The ideal would be to have a site-wide set of legal terms integrated into the settings page of each user that has an account. For users with no account, the terms would just be conspicuously linked from a menu (hence each person would have been on notice of the terms and had an opportunity to review the terms and that goes a long way).
