This adds a typechecking API enforcement passthrough.

Updated to use automated tests and CI. Sorry for the squash.

The tests now place a Verify() wherever reasonable to do so, and also come with some verification of Verify() itself.

The squash makes a second pass harder.

I am aware... but I had to minimize some conflicts and other branch stuff. :S
