mingw_fixes.[ch] aren't just about mingw anymore #96

Since Issue 95 is Fixed, I'm not sure any of the devs are still reading its
comments, so I'm opening a new issue for this: mingw_fixes.[ch] are no
longer just about mingw, so I think they should be renamed to something
like compat.[ch]. See also the comments for Issue 95.

Yeah, I noticed them; I just wasn't sure what I wanted to do about it.  I'm 
looking
at other build systems to see if we can't avoid the "#ifdef __SOMEPLATFORM__" 
checking.
