I don't think it'll be enough but it could work. Let's not also forget that some of these hawkers have guardians with stores around. They send them out to the streets to get more customers.

Hmmm... so what would you propose?
The main thing I see here is to identify the basic need of a hawker and provide an alternative means of survival for them. I know it doesn't make a lot of sense really. Some of the reasons could be:
Most of these could be solved by providing several jobs (which I don't currently have much context in) that could help them with most of these issues.
Last December, I found myself on Lagos mainland for the first time in a while and almost as though my eyes were open for the first time, I started wondering how much profit hawkers actually make. I simply couldn't marry the level of hard work with the apparent low profit. It didn't make sense. Why work so hard under the sun/rain and make barely enough at the end of the day? What if there was a way for hawkers to work in a decent way?
