Revert change to segment IN operator logic #186

Based on discussions in slack (private link here) this reverts the change to the segment IN operator logic.

The summary of the conversation in that thread is that we want "foo" in"foobar,baz"` to evaluate as false, but with the recently changed logic, it will evaluate as true.
