ci: add `FLAGSMITH_ON_FLAGSMITH_SERVER_OFFLINE_MODE` to staging #4213

Changes

Adds the FLAGSMITH_ON_FLAGSMITH_SERVER_OFFLINE_MODE environment variable to staging task processor task definition.

Since we want staging tasks to use the live data from Flagsmith we need to remove this setting to enable it to use the API directly to retrieve flags.

How did you test this code?

This is n/a really, but I did run a test locally where setting this env var forces the task to use Flagsmith from the API correctly.
