Changes

This adds a flagsmith-api-test image to PR Docker build workflow. The flagsmith-api-test image:

Is based on the "fat" Debian image, so has additional binaries required for development, like git, pre-installed.
Includes dev dependencies.
Offers Bash as an entrypoint.
Offers make test as the default command. The image will be used for integration testing the private packages. It will also be published on merge to main.

How did you test this code?

Tested the build locally.
