Unless you mean you want the shapekey to be controllable in Blender; using "Enable Shapekeys" before exporting does keep the changes done by Blendshape Creator already but not the sliders associated with them
Although not for hair, you can use the "save partial shape keys" option in the import to keep any face shape key you want intact as well

It allows you to create custom blendshapes for practically anything in KK. Recently I made a character with which I heavily made use of it mostly for hair, but when I export the character all of the custom-made blendshapes are disappearing completely.
