Consider the proper place for console output formatters #1872

According to step nr 6 from epic #1728.

Consider the proper place for storing functions for formatting the API structures to the console output.

Describe the results of consideration in the comment to this issue.

If any other issue from #1728 was closed before this one, make sure that already added formatting functions are properly placed, if not make a PR with fixes.
