pip installing dev.txt runs into Error: pg_config executable not found.

I was following the contribution guide to create a PR and ran into this when trying pip install -r requirements/dev.txt

  note: This error originates from a subprocess, and is likely not a problem with pip.

I fixed the error by changing psycopg2 in dev.txt to psycopg2-binary. I'll create a PR for this
