Allow other implants to be disabled #140

It seems that, at present, only UI implants (hudjack, zoom, etc) are able to be disabled from the radial menu. I believe that this is unnecessarily limiting.

I don't need my platelet dispatcher online all the time, especially when I'm at full health. Similarly, I may want to turn off my stem cell synth and turn on my deployable wheels while not in combat. I may also want to forgo extensive power generation in favor of extra battery capacity and augs, allowing me a very bursty build.

The ability to disable modules would be greatly appreciated.

that is a very good idea you have there. I hope it would be implemented in future updates.

I too would like the platelet dispatcher to be toggleable or only use power when healing me, maybe with a spool up time before it is functional? or possibly multiple modes of operation, like [always on(current), start after damage is taken]

Making all components' toggleability be changed in the config would also be nice :D

@Flaxbeard please implement this, its really dumb that you dont get to disable alot of the mods
