Use range version for dependencies (Closes #34) #40

This commit allows the project to use the latest patch release of the dependencies used by each of submodules in the project so it will not break the consumers if they're using a newer version of the library on runtime.

I think we should use the ktor bom to make sure the relevant versions change in lockstep
