Added a 50 kph narrow gauge tunnel that appears to be built of brick.
Its intended purpose is to provide a cheaper tunnel during the earlier years when 90 kph tunnel is too much for early vehicles.
It's also designed to have a rustic feeling to blend into rural areas with less traffic in the late game, for aesthetic reasons.
The cost of the portal is a temporary value and is subject to future balancing changes.
Deferred the introduction date of 90 kph tunnel to 1900 for the aforementioned reason, and also for realism.
