Description: I've started the SCARB project in our repo. Here's what I did:

Created a folder for SCARB. Added SNForge dependencies we need. Made folders and empty files for the marketplace part. Added function headers for Proxy, CurrencyManager, StrategyStandardSaleForFixedPrice
