De-activate users #14

As an Project Coordinator, I want to de-activate volunteers who are no longer working with the TERN project, so that they can no longer submit data to the site.

For now, assume that bulk maintenance from the user list is not needed. Just go into a user and deactivate.

Show active status in the user list. Turn on filtering so that users can filter for only active users. If easy, add a button above the list to accomplish this, and filter by active only initially.
