Adds a new camera orienter that indicates the offset that the camera on the UAV is from north.
Indicates to the end user that whatever orientation a target is, add the specified offset to their estimated orientation and select that as the final orientation.
Example: User sees that a target is oriented East (90 degrees,) and notices that the offset specified is 30 degrees. The user adds the two numbers to 120 degrees, or South-East, for the true orientation of the target.
