dbSetMusicVolume() was broken by r69. #11

It still works in r54 and below, and has quit working in r79 and above. r69 was 
a music overhaul. There's a comment that says it doesn't work for midi for some 
reason. Well it doesn't work for .mp3 either. In fact there's no way it can 
work at all from what I saw. No matter what volume is passed into it, the 
result of the equation is 0, which apparently translates to 100%.

What version of the product are you using? On what operating system?
Visual Studio 2008, DirectX SDK Aug 2007, Windows XP Pro.

r69 was removed in r104.
