add to requirements.txt django-bootstrap3

Howdy, my plan wasn't to make django-bootstrap3 a requirement. It is to make it so that it can be one of many style sheets applied, if the user choose to. Please also note we're very much in development, not even an alpha yet, but are looking for more people to hop into the code. Thanks for the feedback!
