feat: danger zones #219

Includes both revoking all amounts of all current badge holders, and transferring the organization to another address or address zero.

Some of the code may seem unrelated but I branched from the WIP managers that is paused to figure out module filtering. That branch had some related code necessary for this one and will reduce conflicts (hopefully).
