As a team member, i want to have a dedicated test/dev environment which is not used in production

TODOs:

[x] create prod gcp environment
[x] Add data to prod bq
[ ] Add images data to gcp storage
[x] make github main branch protected
[x] Add develop branch
[x] Add iam for prod gcp

AC:

prod and dev environment have a different frontend url
Data in prod is ready to use
