meatball pasta recipe fix

Description

Resolves issues appearing due to mutton and meatball pasta having a shared first step in their recipes. Overall the recipes for these two pasta types themselves are unchanged, the first step has now been put into a separate recipe and given a new incomplete item.

Also adds fluids to localization files so names correctly appear on the tooltip of incomplete food items.
