Can we get this plugin working with TextMate 2 so that we can have editing between SublimeText on Windows and TextMate 2 on OS X?

Sorry, but that's not likely to happen. We'd have to build a totally new plugin for TM2. Sublime Text plugins are written in Python. TextMate 2 plugins must be written in Objective-C.

We do plan on documenting our protocol so that others can build plugins for their favorite editors.
