[Bug]: Unable to use drop down list to select state on sites even when in safe mode!

Bug Summary

When I got to a form site that requires a pull down to select say state I can not click on the field. I can tab down and select state but I am unable to click on it. https://www.moffitt.org/give/ways-to-give/other-ways-to-donate/moffitt-license-plate/plate/

Reproduction Steps

1. Browse to https://www.moffitt.org/give/ways-to-give/other-ways-to-donate/moffitt-license-plate/plate/
2. Click on the State unable to click on it

Expected Behavior

Pull down with the state Florida should show

Actual Behavior

The field can not be clicked on at all
