[Bug]: Hide the Bookmarks Toolbar unless hovering over the navigation bar option causes bookmarks bar to hide as soon as trying to select a bookmark #1210

Bug Summary
After I enabled the Hide the Bookmarks Toolbar unless hovering over the navigation bar option. The bookmarks bar appears when hovering over the toolbar but when I move the cursor to select the bookmark, the bookmark bar disappears.
Reproduction Steps
Enable Hide the Bookmarks Toolbar unless hovering over the navigation bar
Hover over toolbar (bookmark bar appears)
Move cursor to select bookmark
Expected Behavior
Bookmark bar shoul remain open until a bookmark is selected and opened
