[Bug]: Shortcuts on new Tab are misaligned now

Bug Summary

Shortscuts used to be group 8 per row and I assigned 3 for my use case. Which gave me a 8x3 layout on previously versions of floorp. On the latest however, its off center and not group properly. It now groups 7x3 with 3 additional on the bottom, this is the same behavior with 2 and 4 rows.

Reproduction Steps

Add 24 shortcuts and only set 3 rows.

Expected Behavior

should be 8 icons per row and respect the row count

Actual Behavior

Adds an additional row of only 3 shortscuts.
