If blueprints are enabled on the platform, they are available to all Team Types.
When we added the Blueprints tab to the Library view, we incorrectly added a check on the TeamLibrary flag of the Team Type. That was a mistake - the Blueprints tab should be available to all teams.
Expected Behavior
Starter team should be able to browse available blueprints
