Users are unable to create devices from the Application devices page if the application does not have at least one device assigned.
Expected Behavior
Users should be able to create devices no matter the number of devices assigned to the application.
Steps To Reproduce
Navigate to an application that has at least one device assigned and notice that the add device button is present on the page.
Do the same with an application that doesn't have any devices assigned an notice that the add device button is not present.
