Improve health-check message when in start-up phase

The hang detector can be a bit alarming when it fails to connect to NR whilst NR is starting:

 08/03/2024 11:12:49  [system]  Node-RED health check failed: RequestError: connect ECONNREFUSED 127.0.0.1:1880 (http://127.0.0.1:1880/)

We should improve that message if we know we're waiting for NR to start.
