Smarter PostHog Session Recordings #1019

Description

We are starting to get charged for PH Session Recordings as we are exceeding the 15k/month limit. This needs to be investigated, as I believe we're still doing recordings in dev environments and FlowForge team members, which is not necessary, and I suspect, takes up a lot of the usage.

Hi @joepavitt as we just checked, this was the current status

Seems like the dev environment was not included but there's no way of filtering out by internal users, so, I've disabled it for now.

FYI - We have switch Session Recordings back on for now.

To update the initial issue - we aren't recording local development environments, but are still recording our own interactions with the platform and website
